When I taught 9th grade, the assumption of the curriculum was that students had a solid knowledge and foundation of percents. What they were, how they related to fractions and decimals, and how they applied to real life.

If students don't have a solid understanding of percents, it won't even help to hand them a calculator because they won't know how to punch in the calculations.
