When I taught 9th grade, the assumption of the curriculum was that students had a solid knowledge and foundation of percents. What they were, how they related to fractions and decimals, and how they applied to real life.

Unfortunately, that was not the reality for my students. As I tried to teach them important life skills involving percents (discounts, tax, tip, etc.) they struggled. And I struggled as a result, because I didn't have time to go back and re-teach things they were supposed to be comfortable with already!

If students don't have a solid understanding of percents, it won't even help to hand them a calculator because they won't know how to punch in the calculations.
